Hasta el año 2008 el número de plazas de empleo público reservadas a personas con discapacidad aumentaba anualmente, especialmente entre 2004 y 2007. Posteriormente, dicho número sufrió un considerable descenso, reduciéndose en más de un 90% en solo dos años (2009-2010). Dicho descenso va de la mano de la disminución de la oferta de empleo público total.
